haha The customs of what constitutes normal behavior changes as one gets closer to DC. It's a downward gradient, ever steeper as one gets closer, like the gravity well of a massive black hole. All seems well until it doesn't, then it's too late..

If it is a problem and you have a name, address, vehicle ID, the FCC is there to receive complaints and has a history of catching the miscreants when they regularly offend, and taking lots of money from them. Make government work -for- you.
