According to recent articles in The Trucker News, CSA simply lists accidents, it does not differentiate whether you were at fault or not.

How could the driver that was struck from behind have a fatality crash on his CSA? He was rear-ended not the rearender. He did everything he was supposed to do in the construction zone; let people know that he was slowing by using 4-ways and slowed down to acceptable speed. I go thru there EVERY week. That is a bad section in there; but the Empire truck lines driver had NOTHING to do with the accident so therefore I don't think he has a fatality on his record since he didn't cause it. The Michigan driver never hit the brakes and rearended him at or about 70 mph causing the wreck

If you read this news article from The Trucker Newspaper you will see that currently the accident simply shows up on your report without stating whether or not you are at fault!!
    http://www.thetrucker.com/News/Stor...eviewcostsbenefitsofcrashat-faultmeasure.aspx

"Trucking industry stakeholders have long held the position that it was unfair to drivers and carriers alike to have Compliance Safety Accountability (CSA) scores negatively impacted by accidents for which they were not at fault. But while the agency notes that crash reports submitted by the states do not include a determination of whether the motor carrier is responsible, an analysis shows that the current process of including all crashes a motor carrier is involved in is a good predictor of future crash risk.
Also, the just-released PARs study did not ascertain whether the funding needed to make determinations about carriers’ roles in crashes was an effective use of agency resources, Ferro said Monday
“In other words, it was unclear whether being able to determine the carrier’s role in crashes would lead to improvements in SMS that would be significant enough to justify the anticipated $2?$3 million annually required to analyze up to 100,000 crash reports every year,” she said."
