It has everything to do with "a state scale." The system is part and parcel of every participating state DOT system, since they approve it along with the feds. And yeah, there are certain loads that require you to go in - and this is part of the system too. Those "exceptions" are published and maintained by PrePass, the participating states AND the federal government.

PrePass is an automatic vehicle identification (AVI) system that enables participating transponder-equipped commercial vehicles to be pre-screened throughout the nation at designated weigh stations, port-of-entry facilities and agricultural interdiction facilities. Cleared vehicles are then able to "bypass" the facility while traveling at highway speed, eliminating the need to stop.
Vehicles participating in the PrePass program are pre-certified. Customers' safety records and credentials are routinely verified with state & federal agencies to ensure adherence to the safety and
bypass criteria established by PrePass and member states. If an approaching PrePass-equipped vehicle's weight and credentials are found to be satisfactory, a green light and audible signal from the windshield mounted PrePass transponder advise the driver to bypass the weigh station. Otherwise a red light and audible signal advise the driver to pull into the weigh station for regular processing.
Vehicles bypassing inspection facilities save drivers and their companies valuable time on the road, thereby reducing fuel and operating costs, while increasing productivity (See "Calculating Your Savings"). PrePass also benefits member states and everyone who uses our nation's highways. Bottom line, no one cares that has an common sense what pre pass tells you to do, the scale has the say so, ticket book and DOT officer to put you in many compromising situations. So, DOT scale says closed going past the scales will never get you any tickets, wild police chases or beatings behind the scale house with rubber hoses filled with fishing sinkers.

Yes it will get you a ticket. My carriers safety department has cautioned all of us that this situation does happen a few times a year. Following that roadside sign with a red PrePass signal will get you a ticket if they decide to chase you - no matter what the "sign" says. It's also impossible to fight since the sign control is manual, and it becomes a cops word vs yours. Cop wins.

It's cheaper than dealing with a blow-by-the-scales ticket. And yeah, while you may be used to dealing with a bunch of jokers in the ol' safety department, our guys tend to be straight-shooters.

Yeah, I agree. However the morons hired by the states to be "Scale Masters" are quite often "Scale Idiots." They'll go home, and leave the automated system running sending out red signals. If it's really obvious that the place is closed (lights out, no one home) I'll run by it. Otherwise, it's real cheap insurance just to go in. If they do pull an inspection on me, I'm not worried about it - I keep my truck up.
