If you read their regs, they still (must) comply with the STAA, and that grants conveyance from the truck route (i.e., I-95, I-87, I-278, I-895, I-495, I-295, I-678, I-695) up to the statutory limit of the state of New York (1 Mile). It is ONLY allowed if picking up or delivering without the buffer zone of the freeway. If you're off the freeway for any reason other than what is allowed, or you're too far off, then you will be subject to the fine as you're over length.
The area that NYC is cracking down on is Queens Blvd, a cut-across road that takes you more than 1 Mi from the interstate whether you're making a delivery or just cutting through. Just because it says "Truck Route" doesn't mean it's for trucks. I got stuck on Queens Blvd one time due to directions not taking me where they told me they'd take me. Luckily, I didn't get nabbed, but managed to get to I-278 quickly enough to avoid the fine.
Secondly, the comment about the parkways, you are NOT allowed on the limited-access parkways, even the Grand Central Pkwy that cohabitates with the I-278. Trucks over 6 wheels are required to stay to the right and take the Astoria Blvd frontage roads. It is one of the only places I know in the country that has a posted "Truck Interstate" banner.
I don't do much with NYC, if anything I'm just cutting through to LI.
