Well, I'm sitting in Abilene, TX this weekend, brought a trailer/load over here from Phoenix to get the trailer to a driver stuck here with a damaged one. He got hit by the culprit in a Police chase. Anyways, the front axle was wrecked, and he got it to a repair place in town. The owner has his own Diesel shop in Phoenix, so obviously we want it there. The repair place here pulled the wheels, chained the axle up real well, and will be plugging off the front air-bags to get it operational.
My question is, what is the DOT legality of hauling a trailer in such a way? Will I be left alone, screwed with, or shut down?

You should be fine, as long as the axle is chained up properly.
The brakes are capped off and the brakes are within spec on the good axle.
All of the lites work.
And I would get a BOL for the trailer as it is now freight. -
How is the trailer now considered freight? Would he just be pulling an empty trailer?

I've had to do the same thing. Got pulled into the scale house. They opened the doors to make sure the trailer was empty and said have a good day. Just don't go racing down the freeway too fast.
