    Wasn't me LOL.

There's surely gonna be a few drivers you can't reach, no matter what you do. Signs that are oversize, have flashing lights, a checkerboard background, or a combination get my attention right now. If there's school buses getting run in the ditch, I'm just saying VDOT ought to upgrade the signs a little. Using regular signs and police enforcement in a problem area like that is just a government money grab and not really solving the actual problem.

Put the BIG signs on the road before the turn, not after the turn. A truck turns and now it is too late. Do they provide a turn-around? Prob not, so now the truck only has one option - forward.

Put under the BIG sign, a $ amount of the fine. Word will get out.

Instead of going after the driver with camera's, look at the issue. The signs are posted after the fact. Why? Money maker? Be proactive and let the truck know way ahead of time on the Main road with several signs and I mean big signs, alerting them to the danger and restriction.
