2011 or newer 53' van type trailers ( vans, reefers ) have to have side skirts or some type of aero device for the tandems and low rolling resistance tires.

To address the OP's question of enforcement. Back when "no idling" was enforced CARB would come into the truckstop with a leo and bust the guys idling. Buddie of mine got pinched, $350 ticket. I'm guessing enforcement of the DPF will be by the CARB cops at the scales and other state owned property because you'll be "captured". I think I've heard the fines start at over $1000 for the first violation and go up from that for subsequent violations.

    Here's CARB's FAQ link, http://www.arb.ca.gov/msprog/truckstop/azregs/tb-faq.htm.

I have an '03 Cat and registered for the extension that takes me to 12/31/2013 then I guess I'm done in Ca. I cannot justify a $20k DPF retrofit. BTW, I think it would be prudent to be sure your engine stickers are legible and in good shape, that's the reference point for CARB.

Thats the important part. If you have an 07 "NOW" it will be compliant for 11 months, then you need a DPF system installed.

Sorry, I may have made that more confusing by not explaining that ARB does not care what year the tractor is, the year you see in that schedule from ARB means the calendar year of manufacture for the ENGINE ONLY.. Most manufacturers put the previous years engine in a truck because (for instance) 2014 trucks are now on lots for sale, with engines built in 2012 or 2013.

Last time I checked, from a buddy that hauls cattle into Cali, you don't have to stop for the Carb nazis. He drives a 359 with a c model and just gives them the bird when they try to wave him over. CHP told him they couldn't make him stop. I was with him when this happened so don't call me a liar. So if you don't have to stop and be checked, why worry about it? Just keep on keeping on..

My 1984 Big Cam III Cummins is good until 1/1/15 and I pull a 48 foot flat, so no problems with that.

You know what's ironic? I believe that the DPF regen cycles release more harmful pollutants than would be released if the DPF were not there.

I think the same thing everytime I see one doing a regen going down the road spewing all that toxic crap into the air.

Best thing is go to the CARB website, cited in several messages above. The information is not that hard to figure out, registration for one of the 2 options for me with a 2000 year tractor with a 1998 EPA rated engine built in 1999 was not difficult. Small fleet extension to the end of 2013, unlimited miles, then less than 1000 miles per year in CA after that. Have to keep re-registering for that option and carry proof of miles traveled in which states previous 12 months, like IFTA or fuel tax reports. Likely will not go into CA unless offered a lot of money and the company will pay all fines.

If you read the carb site they can impound your truck until it is up to their standards. Not a risk I would be willing to take.

You are correct. There several provisions to the rule. I have a 53ft refer, Rod Hill, head of compliance for CARB e-mailed me the rules broke down into easy terms on the trailers.

The one I fall into makes no sense, but hey, I won't argue with them. If you have a refer between 2003-2009 you do not need skirts or under belly system. If you travel within 100 miles of home base or only put 50,000 miles per year on your truck/trailer, your ok. But you have to have your truck and trailer registered with CARB to be in compliance.

The trailer skirts and/or under belly system is only for 53ft trailers. There's a big company in Turlock CA that just ordered custom built trailers from Utility so they don't have to deal with this junk. It's funny if you ask me, they ordered 52 1/2 ft trailers, now that's sticking it to CARB.
