I've known gravel haulers, running empty, get cited for "failure to properly secure load" because a few pieces of gravel had become wedged, over time, between the tarp roll bar (fixed side) and the top of the trailer.
"failure to properly secure load/device" is a rule that can be applied in MANY ways to any type of trailer hauler.
