From a law enforcement angle, when ever there is death of bodily injury it becomes either vehicular homicide, manslaughter, or assault. I feel for the people in the car, I'm glad they should be ok. The driver should be accountable in the appropriate fashion. I say this because I don't know all the circumstances. And I'm sure I got something wrong somewhere.

They are both equal as far as punishments. The regulations say nothing or I missed it of doing both at the same time. I'm not sure if they can throw a second offense at him since it was the same date. But it seems he ought to lose his CDL for life. Even then they can go get treatment and try to get their CDL back after 10 years. His age I'd say he's done with driving.
Not under federal regulations but it falls under state laws. Almost every state it's a felony if there is a fatality and you run. Injuries and running varies among states.
Oregon:
Felony Fail to Perform Duties of Driver Involved in Injury Crash
Minor Injuries is a Class C felony.... up to 5 years and $125,000 fine
Serious injuries or Death is a Class B felony.... up to 10 years and $250,000 fine
Reckless Driving

There was blizzard like conditions. My parent were the witnesses to this crash. First the truck had been dragging the trailer in the snow bank on the side of the road because he did not have chains and had already missed three oncoming cars, because he kept moving into the wrong lane, by swerving back into the correct lane. There were multiple location for him to have pulled over safely. My father said as much to my mother when they saw he had no chains. The truck driver was actively driving in the wrong lane for reasons unknown but my parents were able to stay on the correct side so it was not due to lack of a lane or visibility issues. My parents saw the headlights of the oncoming car in the distance and the semi was in the wrong lane still but still a ways in front of them. Shortly after they saw the headlights of the car disappeared and the semi bounce like it hit something. When they came to last place they saw the headlights the there was a crushed car in the ditch covered with snow with all the windows blown out from either the truck or railer rolling over the entire car from front to back. The truck stopped a way down the road but never got out or came to render aid and than drove off. They had to cut the two occupants out of the car and there was a lot of blood and the passenger said they needed help and were hurt when my father found them. So there was no mistaking that they needed help and the truck driver did not render aid.Tnronin and Giggles the Original Thank this.

This road can be bad in the winter, sounds like by NOT chaining (which is often required on this road in winter) he put himself and others in danger. Accidents happen, BUT violating the chain laws AND then leaving the scene of the accident will likely end very bad for the driver as it should. I drive this road often since I live in Central Oregon and while not in a big rig, I have seen a lot of crazy things, nothing surprises me anymore.

He left the scene, that IS a crime, jail is good as well as suspending his CDL for life. Sounds like he didn't even stop to see if anyone was hurt.
What if he would of killed a member of your family and left the scene? -
We have to many people in jail... we need to be more liberal with the death penalty .Tnronin Thanks this.

He should be hung out to dry based on what has been reported by eye witnesses. All be it one is hearsay. Sounds pretty clear cut.
