Does'nt the regulation's require that all CDL holders/ be able to understand/comprehend ENGLISH ?

I was in the DMV yest. getting my HAZMAT END. and the fellow next to me was a holder and when asked if he had his permit, he could not understand the question from the clerk.

    YEEEESSSHHHH!
