Apply online, most all ports are under homeland security now.. You sometimes can enter by paying $100 "escort fee" but most shippers don't want to deal with that..

Just another way for the govt to suck more money out of us. The ports dont even have the system to read the cards

I've had my card scanned at the Port of Wilmington, and the Port of Norfolk (today)... as well as checked manually a couple of times once I got in.
