It's not a direct charge, but an indirect one. The point is, they've disconnected their free water at the fountain in order to sell bottled water at the register. They know that if they keep their free water flowing that they won't be selling as much, if any, bottled water.
Be vigilant, and like somebody else stated, vote with your dollars!

why do truckers think they should get something for free i dont know of any company that gives products away other than chairites

In 2000, I had just filled my truck up with 165 gallons of fuel at the J in Greenwood LA around the Texas, Louisiana border. I had my medications thinking I could get a glass of water with the fuel ticket. So, after fueling, I parked and went inside to eat.
Manager refused to give me a cup saying it had been too long after fueling. I had to buy a bottle of water then.
Never went back there again. -

McD's gives out free water. I'll put you into the category of willing to pay for use of the toilets, and willing to pay for using the sink as well. And paying for the soap at the sink.
