My understanding was the guy was outside surveying the crash. Truck came over hill and couldn't stop and plowed into the guy. No ones fault really. How would you feel if you were the trucker trying all you could to avoid the person but knowing you couldn't steer or stop.

If I knew I could not steer or stop then I would not be driving so fast that I could not steer or stop.
