He didnt, picture shows them several feet up from the rear.
Id opt for the loosen chain and spike the brake method, using dunnage as a stop.
Perhaps a bit rube goldberg, but you could also run a chain from one side tie point 5 or so feet forward of the rear of the load, around some dunnage blocked up against the back of the billets and around forward again to your tractor which is parked alongside the trailer. Pull forward using the chain as a sliding sling.
Problem with that is that you have to brace your dunnage up high enough to center it on the billets.
Its also going to chew the corners of the dunnage good, and be hard to start sliding unless you have some steel corner caps. -

Between the agent and Mercer, they are going to help pay $180 of the bill. I have no clue why they did that. The agent did all the legwork to get that for me :beer:

The DOT officer at the scale may have not liked that. Then he could have hit me with a unsecured load.
