3406E vibration from idle to about 1300 RPM

i have a 2WS 3406E it has a vibration in the motor from 800-1300 rpm i know its not the clutch or balancer they are new and on straight and the flywheel is pinned it does it all the time sitting still rolling down the road it doesnt matter if the clutch is pushed in or not ...the only thing i can think of thats weird about anything is there is oil in the fuel not alot up enough to see that its in there, like it need injector o-rings but i just put 3 new ones in and replaced the o-rings on all them...any ideas ????

 

oh yeah and you can feel the vibration in the clutch peddle which is why i figured it was the clutch
