The EGR system is returning exhaust back in to the engine. Really hurt fuel mileage, engine life and reliability ! There are shops that can remove it. Hard part is in the computer. But it makes it non carb compliant . Was a evil thing the EPA forced on us. Cost us almost a full mpg (at today's fuel cost about 200$ week).

Wow 65 is to fast, and forgive my ignorance but you only have 11 hrs to drive what speed would you suggest?

Air tabs might help a small bit , I think they won't help fix the big gap behind cab.. I have talked to a couple drivers who have them and opened the cab to trailer gap by 14-20" and noticed no reduction in mileage after adding the tabs. They used to run close until they got to the city and then slid trailer back for clearance when docking (some of the places required the tractor to be past 90deg when docked)

Speed is a major factor is fuel mileage. That is the fastest way to cut your fuel cost, but you could have some other issues hiding. Charge air cooler comes to mind . Next time home , mix up a bunch of soapy water in a squirt bottle. Set engine to about 1000 rpm. Soak every hose fitting , connection , gasket ,the cooler , every thing that has to do with intake. Any bubbles is a boost leak, costing you fuel. Find and fix any leaks. My gut is telling me you may have something mechanical ? But this is some thing you can check for free at home. Let us know what's up.
