Virginia Beach... Big Charlies, I64 x282, 1 mile north on US13. Lots of restaurants close by.
Suffolk... Miller Mart, 2872 US460, just off of US58-460 bypass. Usually some parking way in back later on at night.
Bowers Hill... Frank's Trucking Center, I664 x13B - it's a little west of the highway on Military Rd. More parking behind the stop.

There's a rather large rest area on I64 mm213 - I've never seen it full, but the PEElot at x211 is always overflowing.

There are more little fuel stops along US460 that have some parking. Just slow down some in the built up areas, and eyeball any place that looks like its a fuel stop. Washouts are available at Big Charlie's and Frank's.
