I am looking to buy my own truck and pull someone elses trailer. I will not need my own authority nor have i applied for it. I do need my own DOT number for plates/ifta etc... So i know i need to get a drug testing program in place and a driver file. The main question is on the driver file. Being that i will own my own company, do i fill out an application for myself to my company name? Also what about the carriers annual review? It will be all new for me. My current carrier doesn't do annual reviews for driving as there is only 2 of us driving for a private carrier. Some of what they are asking for is ridiculous. It also makes it harder for me because i work for my brother right now and don't want him to know i am looking until i am ready to leave (with notice of course). What else will i need for the safety audit? I want to be prepared, but from what i have been reading, most guys are going for their own authority and i am not. I will not have an MC# either. Just need some help guys. Thank you!

first off you have to use the DOT number for the company you wil be leased to, you have to run under some ones MC number or you will get shut down. You can't run with just a DOT #
And last but not leasst there is no new entrant audit without applying for ypur authority, what you a talking about doing is called out law trucking which can't be done very long this day and time at all.Last edited: May 19, 2013

Well i didn't mean that i would not be under someones MC #. i just meant that i didn't want my own authority. I fully understand that i will be under my carriers MC#. I also am not trying to do anything "outlaw". If i was, why would i be asking for help on here? I was told my the commercial vehicle operations here in MN last friday that i would be under the new entrant program. I explained to him exactly what i would be doing like i did here. Simply buying a tractor to lease on with a carrier to pull their trailer, not hauling under my own contracts. So that is why i am asking for what i need in that driver file. Unless he was wrong in what he told me.

New-Entrant Program
All first-time carrier applicants for a USDOT Number will be automatically enrolled in the FMCSA New Entrant Safety Assurance Program. This program requires new entrants to pass a safety audit and maintain acceptable roadside safety performance over an initial 18-month period before they are given permanent registration status. In most cases, companies operating exclusively as brokers or non-vehicle-operating shippers or freight forwarders do not need to obtain a USDOT Number.

I should have also posted that when i applied for my DOT#, i applied as a for hire carrier as directed by the fmcsa guy i was talking to. Did i register under the wrong type of carrier? If so what type should i be? I only need my dot# for registration purposes for my truck.

Here's what I'm not understanding here. You applied for a dot number. Your going to pull somebody else's trailer. The only way you can cross state lines with ONLY a dot number is if your hauling exempt goods. If you haul product that isn't exempt you HAVE to EITHER haul the goods that are not exempt intrastate (in state only) or file for operating authority (mc number.) Its simple as that. Otherwise lease to a carrier. I'd call ooida and explain exactly what you want to do to their guys in authority and they can tell you what you need.

The DOT is/has eliminated the 'registrant only' DOT numbers and is now making owner operators register w/ their carrier's DOT and TIN numbers to get plates.
OP does not need a DOT number to pull another's trailer under the carrier's authority.VisionLogistics Thanks this. -
Thanks Wis Bang. I found on the fmcsa website that they eliminated the registrant only category for getting a dot number. I think everyone should read this link. Scroll down and look at the part about owner ops that lease to another carrier.

I also just called the OOIDA. They said as of last october the requirement for a DOT to purchase plates was axed. They said all you need is the carrier's insurance, 2290 receipt, lease agreement, etc... but no DOT number.

If you are going to be a new entrant you will have to fill out an application for yourself plus the additional paperwork required in the Driver Qualification File. This doesn't matter if you're the owner of the company, driver, dispatch, and every other position in the company.
As for drug testing, you need to take a pre-employment drug test before you start driving, and then enroll yourself in a DOT Regulated Random Drug Program (If you are the only driver you should enroll yourself into a drug consortium for the random testing).
As for the Annual Review, part of the Driver Qualification File requires that you have run an MVR on yourself within 30 days of your hire date, and then once a year on the anniversary of your hire date (or within 30 days of that date).
