Have not really paid attention but it was the same when I worked for the Big R. One of the dock foreman would place the plastic sheet at the tail prior to sealing the trailer to help in keeping any water from getting in.

I had noticed this also, and why does all the cargo box haulers rear tandems always bent and flopping around like they are ready to fall off?

I always thought it was some kind of condom because to drive for fed ex you have to have a #### the speed limit mentality

They re covering their rear ends if one of the boxes or packages get wet in back of that trailer. Would you want that computer, TV, smartphone, or I Pad show up to your house in a wet box and ruined, then have to file a claim and send it back and wait for it to reship?

Oddly enough, I've only ever seen said vapor barriers on Fedex Ground trucks... Fedex National/Freight/etc don't seem to use 'em...
