If so I don't think they are trying to stop home WiFi. I didn't read that into it any way. What they are trying to discourage is open home WiFi because any body can park on the street near your home and use your connection to find and transmit child porn. If the cops ever get wind of it and check your browsing habits they will find that some one on your connection was involved in kiddie porn and it'll cause you no end of head ache.
My home WiFi is locked. I can't even remember my own password. If I ever change laptops I'll have to start all over with the set up and select a new password.

There have been a couple cases lately where someone using an "open" residential Wifi to send child porn and the owner of the Wifi was arrested and dragged into court. Also there was a case where a woman was sued under the DRM laws (Digital Rights Management) because someone used her open wifi to "file-share" movies and music. -
The way the law is written, it defines ANYONE who has/operates Wifi as an "Internet Service Provider". Rep. Nick Lanson is cagey when he says the law is not intended to target Americans who have Wifi at home, but he DOESN't say that the Legislation DOESN'T target them. And looking at the Law, there doesn't appear to be "protection" for home users or even protection for your local Coffee Shop that provides open Wifi.
I had an incident a few months ago. I was having problems with my own WiFi and sometimes I would get booted. But my computer would log-on with another wifi nearby. It took a couple weeks to figure out whose wifi I had "found". When I told my neighbors, they asked me to secure it for them, and remarked that they had observed someone setting in a car parked in front of their house a couple times. It is THOSE people who would be targeted, because while it is relatively easy to identify the "address" of a user, it isn't necessarily easy to identify the particular "user". -
