One route I see as possiblity is this...

i-64 e to hwy 258 towards James river bridge which will hook up with us17 & take us17 over to I-664, map looks like hwy 164 just before 664 to get on freeway.south towards I-64 w to us 13 to go to Charlie's and Virginia beach.

Follow the hazmat signs. Any place that prohibits posts no hazmat and go hazmat signs.

    Most do at least.

    http://www.ctb.virginia.gov/resourc..._Tunnels_HazMat_Regulation_-_Updated_Text.pdf

The bottom of the third page thru the end will let you know what is and is not allowed in the Hampton Roads area tunnels. Also on the first page is a link to a site that will give you phone numbers to call to the tunnels if you want to double check. Make sure that if you have placards on that you stop at the inspection station prior to getting on a bridge-tunnel, they are open 24/7.
