I'm at 12,200lbs on steers, 32360 drives n 33560 trailer, gross 78140...any way n the rand book it says Minnesota weight limit for steers is 600lbs of tire width, im lost.. So is I'm over weight or not?

I run over 12,500 on my steer all the time with fuel. Have never been bothered. I'm assuming your fifth wheel is fixed? If not.. move it back a couple notches.

Same here.12500///12600....with a ref,,,apu,unit...fuel,,,no one ever bothers,and with a fixed 5th.i cant do anything but drop fuel.......ANSWER.. YOUR FINE...LOL

I'm well over 12,000 all the time, even when empty. The 2 things you want to be sure of is the weight ratings of your tires, I went to load range H because I was close to or over the G range, and what your steer axle is rated.

That is the same weight limit than WA and OR. It means they give you 600lbs per inch of tire width. For example I have 11R-22.5 front tires. 11*600=6600lbs per tire max weight, but the tire must have the weight rating for that as well. If not you are limited by your tires weight rating(check tire sidewall for single and dual weight rating) or spec of your front axle.
Like everybody else said you are probably fine. I run over 13,000lbs all the time, but my truck has a 13,200lbs front axle and the 11R tires.
