    We did have one unusual tough truck vibration to diagnose a while back. Turned out to be a steering hub was bad. It was a hub pilot setup and the fingers that hold the drum/wheel true was worn to the point that the wheel/ hub were not exactly centered on the hub causing a vibration. This can be checked easily by inspecting for large gaps only on one side between the hub fingers and drum/wheel.
