    Wait till Ca's Cap and trade scheme kicks in in 2014. Electricity rates are going to go up, Any thing produced with any stack emissions will higher priced. I read a article that refiners were predicting fuel prices possibly rising as much .35 over time depending on the cost of carbon credits on their so called open market exchanges that were suppose fund and promote so called green energy projects. Well that didn't last long Moonbean has already stolen those funds for the states general operating fund and has the Enviro Statist's panties in a bunch.
    Then heres a good laugh a legislator here named Leno has introduced SB 448 for a oversight on fuel price fixing in the gas and diesel markets. Imagine that in the state that has the highest fuel taxes in the nation is pointing the finger at others for price fixing:biggrin_2558: This state is so far gone I don't think it will ever recover from what Sacramento has done to damage to the economy. I've lived her for a better part of my life and its been great but I'm leaving at the end of the year before this place implodes. Bankruptcy is inevitable for the state and most of its larger cities.     SB 448 (Leno) –Motor Vehicle Fuel Price Manipulation and Volatility Prevention
    Summary: SB 448 creates a process for
    establishing definitions that can be used by
    state energy and investigative offices to
    prevent illegal market behavior (fuel price
    manipulation) by oil companies. SB 448
    also looks at efforts the state can pursue to
    prevent future volatility and prevention.
    SB 448 is designed to prevent illegal fuel
    price manipulation in the California gas and
    diesel market. In this effort, SB 448 has two
    components – 1) ensure there is a standard
    to prevent big oil companies from illegally
    concentrating manipulating prices at the
    pump, and 2) have the California Energy
    Commission analyze data for potential
    illegal activity and report quarterly on the
    California gasoline and diesel market.
    Background/Problem: Consumers of fuel
    in California are faced with two major
    problems. The price of fuel in the market is
    highly variable, and the average price for
    gasoline and diesel in the state is far above
    the rest of the country. This impacts all
    Californians, and especially those citizens
    with less discretionary income. Reasons for
    high prices and price volatility are varied
    and complex, but include high aggregate
    demand, limited production, and market
    power being exercised by a limited number
    of fuel producers.
    New environmental programs like AB32
    and AB 118 are aimed at diversifying the
    fuel mix with less expensive, lower carbon
    choices. However, the longevity of these
    policies may be impacted if producers are
    able to cast doubt by artificially sending
    prices upwards at the same time
    implementation occurs.
    Currently, there is no consistent method in
    place to determine whether illegal market
    behavior is ongoing.Existing Law: Federal and state laws prohibit forms of market manipulation and
    seek to prevent acts, practices, or courses of
    business that defraud customers. On the
    face of it, these laws would seem to protect
    California fuel consumers – however, they
    do not. There are is a lack of interpretative
    standards and regulatory definitions by
    which to judge business practices in
    California and implement existing laws.
    The California Energy Commission collects
    a wealth of data on the motor vehicle fuel
    market. However, the lack of regulatory
    standards or personnel needed to evaluate
    this data meansthat determining whether
    current behavior is illegal is a practical
    impossibility.
    Existing law has also set the state on a path
    toward fuel diversification – which will lead
    to long term cost and carbon reduction.
    This bill: SB 448 requires that the
    California Energy Commission take the
    following steps to regulate the gasoline and
    diesel market:
    ! Set a standard for determining whether fuel
    producers are engaging in illegal market
    manipulation; identify a methodology to
    analyze data against that standard; actually
    analyze data that would enable
    determination of manipulative activity
    ! Consult with the Air Resources Board
    and other relevant state and federal
    agencies to complete a report to the
    Legislature on further recommendations
    to limit price volatility and increase of
    gasoline and diesel in California.

    This is getting kicked around on a forum I frequent
