I didn't mean to come off as an A-whole, but the simplicity of your question on such a complex heavily regulated business, did get "the better of me". I just wanted to open your eyes to all the complexities of starting a trucking business to someone who apparently has little background in such. I presume you must have "substantial" financial resources to even consider opening a trucking business. It will take far more than you can imagine, imo. Even tho you don't want to be a driver, I also suggest, as Chinatown previously posted, that OOIDA would have a wealth of information, especially info for someone wanting to start out.
Now I'll sit back & let the true O/O's give their input/advice. -
Well research research . You certainly can own a trucking company without owning or driving a truck. Check out Landstars business model.If you have the money and can surround yourself with top qualified people certainly you can do it. After twenty year driving and owning trucks I sometimes wish I went that route. Health wise truck driving takes years off the end of your life and you lose precious family time which you never replace. Our industry is littered with broken marriges and homes. Consider carefully the business and low returns on investment you can expect. I wish you well. It is not easy.

All the comments above should be a warning sign for you, a big one. It's a huge, well established industry. There are millions of trucks and drivers, companies. A huge pile of money, I think $200 Billion/annually, draws a lot of sharks. You can read books and ask drivers all you want, but nobody can tell you enough to protect your investment. What trucks will you run? Why? What freight? Why? Flatbed, heavy, specialized, van, refrigerated? Why? Where will you run your trucks? Why? What drivers will you hire? Why? What are the taxes? Insurance requirements? Regulations? Competition? If you're serious about this, you would be well advised to do a LOT of due diligence. Truck companies fail at a rate of about 90-95% first year. They're not all stupid people. If that's your goal, great. Just be ready to do a lot of hard work for a few years. Also, don't start in without lots of money available. Good luck. You'll need quite a bit.

Fist thing I would do is take a business class at a local college or online. My wife got a certificate from Ashworth Universoty in Small Business Management. According to the wife she said that there is a government agency, sba, she thinks that will help you all along the way. If you need mkney have to have business plan and they will work with you on iy and this class teaches you to build one. Hope it helps.

Why do you want to own a trucking company?
If that's all you want, buy an already established company, leave them alone and don't mess with anything in the company.
Now you "own" a trucking company.
Which is ok, you know as much about trucking as the "owners" of AT&T and Verizon do about building phones.
