Chains are a lot simpler and easier.
On most aircraft or with some sensitive heavy cargo only straps are allowed.
These are usually not normal straps and some even have Crosby type fittings or hooks.
The way the pictures in the OP show would not be considered safe under any circumstance.
In theory if the tractor had park brakes that locked the wheels equally or better than the trucks and the straps were protected then is could work I suppose.
We know they don't lock solid so this is not acceptable IMO.
It will still probably mark the painted rims because of the movement related to the flexing of the tire side walls.
It always amazes me the way people do things when the proper way is often simpler and easier.

I worked at a Deere dealer for 12 years. We had a landscaper who tied a skidsteer with one chain that only had one hook. He put the hook through his stake pocket and hooked it. The other end was wrapped around the tie down on the skidsteer and tied in a knot. Another guy picked up his JD 6603 tractor (weighing 12500 lbs) and threw one two inch strap over the platform where your feet sit when you are on the seat.we suggested he use chains, but he said "it'll be OK, I'm only going 10 miles"

Maybe some one should have called the DOT on you like you wanted to do to the CRST driver with the plates who was sitting in a truckstop.not out on the road driving and if Len Dunham would have seen this you would have been fired on the spot
