If i go to local irs office, get an ein, open an
llc, file for authority, go to get insurance and decide against it.
What happens in terms of the business and ein i just oppened?
Or is there insurance companies that give quotes to O/O's without an actual business.

If I understand your question right and you decide not to follow through and operate the business, you would have to dissolve the entity. A CPA can advise you on what to do. The authority will remain in a pending status for some time due to the absence of insurance filing. There is a process to voluntarily revoke it.
FWIW, you can get the EIN and incorporate without going further than your laptop. Don't apply for authority until you get insurance quotes and are ready to start a policy within a few days of filing the authority application.rollin coal and KW Cajun Thank this. -
