Yes, the head has to come off. You can get the cam out without pulling the head if you need to, just hold all the followers up with some mechanics wire, but no way to get the followers out without pulling the head.

ok thanks i got all the bolts out of the thing that holds followers but no luck head will come off in the am

wonder why they made it that way kinda pricy to put followers in

I don't know, but I went through that last year. Now I'm in the middle of changing a front housing on a C12, not fun either. Make sure that the little bracket on the back of the air compressor is on there and tight. If that's loose for too long, the vibration of that heavy compessor can cack the gear housing.
