    Do you have a picture? Otherwise there are a thousand different answers to that question. The thing that comes to mind are the spinner hub caps you put on cars. Also an American R&B band and a UK band.

    yeah man, rubberband man! but no, no picture or anything unfortunately, picking it up in Wilmington, CA, so it's coming off a ship, it's oversize and I have a step deck. My first thought was tires but probably not it.
