I think Google Earth has a subscription option in order that you can get the latest maps updated when you do connect to the internet but you store them on your computer for reference offline. I don't know of any other option out there that's going to give you street-level imagery the way Google does.

'MS Streets and Trips, city level maps anywhere in the US/Canada, no internet. You will need internet for updates. Brand new $60 for GPS version (usb port) or $30ish for non-gps. You can also get older versions on Ebay. Oh and you can you can download a POI database that shows truckstops, weigh stations and rest areas.
