After months of increasing political pressure from truck owners, politicians, and regulators in rural areas of California questioning the environmental and cost benefit of the California Air Resource Boards Statewide Truck and Bus regulation, the agency issued a long awaited regulatory advisory on November 13[SUP]th[/SUP], 2013 that could offer relief for some truck owners facing a January 1, 2014 compliance date.
The CARB advisory announced a new Good Faith Effort policy that will extend the compliance date from January 1, 2014 to July 1, 2014 for all truck owners (regardless of which state you are domiciled) who register through CARBs Truck Regulations Upload and Compliance Reporting System (TRUCRS) and did any of the following:
Additionally, for truck owners with one to three trucks, CARB has reopened the application process for Proposition 1B grant funding to replace a truck with a new or newer truck meeting 2010 or later emissions standards. Previously, owner-operators were specifically excluded from applying for a state-funded grant. There are very specific eligibility requirements that must be met in order to apply for a grant and if a truck owner applies for a grant and registers in TRUCRS, they will be able to operate their current truck until July 1, 2014.
- Entered into an agreement with an authorized retrofit installer for a PM filter retrofit
- Signed a purchase contract and ordered a replacement truck that is equipped with a PM filter (2007 model-year engine or newer)
- Were approved or denied a loan or other financing for a retrofit PM filter or for a replacement truck that is equipped with a PM filter
Other Flexibility Options
The Statewide Truck and Bus final rule established various exemptions/extensions available for truck owners. Virtually all of these alternate compliance options were no longer available for truck owners because the opt in periods had closed. All of the various options will be reopened for registration in anticipation of the CARB Board approving changes at its April 2014 public hearing. Many of the exemptions/extensions will only be of benefit to truck owners based in California. The categories being reopened are:
Of the five flex options, the Low-Use exemption may create the most controversy because CARB staff is proposing a significant change to the rule that will only benefit in-state truck operators. The current regulation defines a qualified Low-Use Vehicle as, a vehicle that will be operated fewer than 1,000 miles in California in any compliance year. That language will remain and allows any out-of-state truck owner to register in TRUCRS and operate each truck no more than 1,000 annual miles in California without needing to comply with the rule by retrofitting with a DPF or replacing their current truck.
- For vehicles to newly register for the existing low mileage agricultural vehicle extension
- For vehicles to newly register for the existing low mileage construction truck extension
- For vehicles to newly register for the existing PM phase-in requirements
- The definition of NOx exempt areas will be expanded
- For the low-use exemption which will be increased for all trucks that are operated a total of less than 5,000 miles per year
CARB staff is proposing to increase the Low-Use threshold to 5,000 miles annually, but is bending to pressure from certain in-state interests that would disallow out-of-state trucks owners from equally utilizing the additional 4,000 annual miles. This would be accomplished by making a none-too-subtle language change in the rule that to use the increased 5,000 mile exemption you would need to include all vehicle miles not just California-only miles. Obviously, this is a significant change to the current rule and will be open for discussion at the various workshops CARB will hold around the state in December. This particular amendment has a strong chance to be approved by the board in the absence of any involvement in the process from out-of-state interests. Proof of the old adage, if you are not at the table, you will be on the menu.
It is important to note that if you travel a significant amount of miles annually in California, you still face a January 1, 2014 compliance date and the only reprieve available for you as a truck owner would be taking advantage of the new Good Faith Effort.

A lot of folks have already taken California off of there apportioned license cab card. I am not based out of California. I did buy a new trailer. I did mount all of the smart way tires etc. On the tractor, but I won't do the filter. It would nice to see if one could comply through positive performance enhancements that yield better fuel mileage. Burning less fuel greatly impacts the reduction in pollution also. Folks would more than appreciate the opportunity to improved their current truck's performance while advocating a cleaner environmental future. I know I would.

See that is the thing. It should be our choice on what we run on our trucks not what a bunch of tree huggers from a state decide. The envormnet crap I have a hard time believing. Seriously everything that comes out of the exhaust pipe of a car is still worse than what comes out of an old 3406 a model or a B model. If I want to run low rolling resistance tires it should be my choice. Period! Dpf/def never going to happen on a rig I own. I don't believe in that crap. I also don't be I live its right that you say the truck is better for the environment when you cut the emissions by 20% but it burns 20% more fuel. Doesn't that seem counter intuitive to you as well? This is why I have a problem with the EPA, and CARB. Oh not to mention the fires those filters are causing. Yep that's real great for the environment. Course what are we to expect when the EPA puts out MPG estimates when they don't even measure actual fuel usage.
I've said for years put a trucker in the whitehouse. But that'll never happen. I don't vote as I have not seen anybody worth voting for since I've been able to vote. To hell with that I'm not going to vote I'm just going to #####. No I don't have a right to because I didn't vote but I don't really care because I'm not politically correct. I still want to build a 460 for a mud truck that'll get all of 5 mpg if I'm lucky...yep that ain't politically correct but it sure as hell is going to be fun!!!!EverLuc Thanks this. -
So what you are saying is nothing will ever change? Every election season we see video of voters who have no clue what they have just voted for. It is sad & thinking the residents of CA have to be feeling the expense of CARB already.

I like that! I have a 390 FE I'm working on. Exactly, and I have always questioned, 20% of what mark? Where is the actual measurement gauge(if any) set to read? If there is a parts per million, then we ought to be able to make a verifiable attempt to reduce the amount of carbon exhausted by legitimate means. There are so many great aftermarket components that folks have tracked and charted on the trucks they own, yet very few are CARB compliant. Ok, almost none are CARB compliant. I am speaking of the tuners, mufflers etc. I have buddies that did trade in their older trucks. They are not getting any better fuel mileage than I am achieving. They do have to buy DEF though.

That is precicly why I don't vote. Sadly a lot of Americans actually believe what they're told. How many times did Obama lie in his first term? Too many to count. Has he made good on anything from the first term in this term? Nope not that I have seen...aside from obummercare. So I said screw it my vote wasn't going to change anything (I live in Nebraska Cali was going to win Obama anyway my vote DOESNT matter at that point). I suppose if they actually counted votes instead of having an electoral college I'd be down there voting. But they don't so I don't vote. I wouldve voted for McCain years ago but I wasn't old enough.
You are right though when stupid happens we get things like CARB...that doesn't just apply to voters though. How many times have you seem the jackwagon in the diesel pickup decide to smoke out a city block because he thinks its cool? That right there is the reason we get emissions laws shoved up are butts and why diesels have a bad repuatition. Now 90% of that smoke comes back to earth but the average person doesn't know that. They don't care to know it either and that's why they want stricter emissions laws on diesels. -
for things to change People have to fight 3x as hard because folks at the state and federal levels don't really listen to the populations.(Note: there are few who actually do listen and take action but there needs to be a hell of a lot more).That is what i meant.LBZ Thanks this.

Now just why the hell would we want to listen to the people that elected us into office in the first place? I mean hell that would make sense now wouldn't it? They wouldnt have an excuse to embezzle money, or be known as crooked if they actually listened to us. And the only fighting we can do is protesting and writing letters that don't really make much difference because they don't get read. Maybe we need to get Gary bucy from when he was in black sheep. Have him get Mr thunder maker out and let him start barking order lol.
