The California Air Resources Board, also known as CARB or ARB, is the "clean air agency" in the government of California. Established in 1967 when then-governor Ronald Reagan signed the Mulford-Carrell Act, combining the Bureau of Air Sanitation and the Motor Vehicle Pollution Control Board, CARB is a department within the cabinet-level California Environmental Protection Agency. California is the only state that is permitted to have such a regulatory agency, since it is the only state that had one before the passage of the federal Clean Air Act. Other states are permitted to follow CARB standards, or use the federal ones, but not set their own.

Did you spend any time in Cali in the 60's or 70's to see how bad it was?
I believe the time for forcing truck upgrades is too short because we do not obsolete and scrap our trucks every 3 to 5 years like most cars are. It looks like they are attempting to address this some. However Cali requiring cleaner burning trucks is valid. I know I would prefer not to walk around in a pool of diesel dust when I am home.

No, think the general consensus is that good intentions within government grow to hellbent ideology at the expense of the people. In the end it is for power & control long after the good intention is forgotten.

CARB had its place 30 years ago but its little more than a red tape goverment bureaucracy now. There is no such thing as California Emissions anymore. CARB needed something to make itself look important so it started with trucks.379exhd Thanks this.

CARB is going to further hurt the fragile CA economy.
But the tree huggers like minimum wage service jobs and this works as long are there are people that need there services. -
I wouldn't know I wasn't born back in the 70s so I couldn't walk around out there back in the 70s.
However Cali doing this crap IS flat out RIDICULIOUS! I run a 2000 year model that is currently stock. I don't roll much coal. And what does come out isn't what you see like in YouTube videos. Its hardly noticible. Yes it does roll some black but not much. How is that going to lead to you having to walk home in diesel ash? For the record I won't clean up but I don't have a problem staying out. What you're forgetting is from about 94ish on up when we went to the electronic motors they started running a lot cleaner. No more days of a 30-40 second smoke trail like the old mechanical cats and cummins motors.
You sir are obviously a company driver. You don't realize the cost of adding piss water or a DPF to a truck. As a company owner I won't be cleaning up and adding cost. I won't be coming to California either. MY ISSUE is CALI controls the EPA. I don't walk outside and see soot on my doorstep. I don't want that crap going country wide. 1 I don't have the money for the fines because I'm not choking my motor off or putting that unreliable crap on my truck. 2 there isn't a need for it everywhere. Keep your laws in California. I hope every O/O pulls out of there and the big company's pull out of there eventually as well. CARB is out of control. Maybe if Cali gets cut off from the rest of the country they'll lighten up.
Worst thing is they'll let a ship from 1960 come into that fricken port that doesn't burn clean what so ever but I don't see them putting laws on that 3rd world country's ship do you? Do you have problems with dust now? I don't know I don't live there so I'm asking. If you don't why do they need to get stricter? See my point? Why do you need low rolling resistance tires, trailer skirts, and tails? Those don't increase particulate matter. Do you see what I'm getting at here and why I say they're out of control? It may have been a wise idea way back when but they need to get off their high horse. -
It,s easy for someone not paying 150 k for technology that dosent work to say it,s a great idea.

I live about 20 miles east of LA, close to 4 freeways and we do not have a problem with and ash except during a forest fire.
Prior to 94 the early fuel squeaser motors had a throttle delay on the injector pump to virtually eliminate the smoke. I was all for the legislation against the smoking trucks.
They have been doing stuff to the ships. The ships now are run on diesel generators or shore power when in port. The ship emissions are related to the fuel that they burn, bunker, which is refinery waste. The issue with the port is that the tugs are only powerful enough to maneuver a ship, there are not enough tugs to push every ship in without using the ships engine and it would take over a decade to get enough tugs built. The final issue with ships deal with international law limiting what can be required of a foreign vessel.
Yes dust is a problem here because this is an arid region
The trailer skirt and tail issue is a joke in CA because they are not beneficial below 55 mph and the truck speed limit in this state is 55 mph -
I believe that was called an android valve that eliminated the smoke
