heat wont blow out the defroster

I have a 97 w900 the heat will blow on the floor are out the vents in the dash but it wont blow out the defrosters when you move the lever to blow out the defroster it still blow out the vent in the dash

Could be a flapper motor (or air cylinder) or flapper broken or stuck. If it's an air dash, do you hear any leaks when on defrost?
