If you ONLY pick up and deliver in Texas you only need Texas intrastate authority. If you cross into any other state, you will need interstate authority. It is usually difficult to ONLY run in a single state, even in Texas. Most owners that I know who base in Texas will usually run in some of the adjoining states, such as Oklahoma and Louisiana.
