Living in California, I'm looking to buy some more time with a pre-emission engine so I'm limited to 94-95 model year tractors. Which would be the best (as in lowest overall cost) for a new o/o pulling a 53' dry van OTR? My plan is to run it until the 2016 deadline and then re-evaluate based on all the info at that time -- either buying a new(er) truck at that time or leaving California... So I'd like to avoid major expenses that I'd probably not recover in 2 years (overhauled engine), while keeping it very well maintained and modifying (for economy) only things that could pay for themselves immediately or be transferred to a new tractor.
So far I'm leaning towards the T600, but don't really know how it compares against the FLD, 9200, Volvo, etc. How much worse mileage would the FLB get at 60mph? How much worse is the N14 compared to the series 60 for mileage? Am I going to have a hard time getting customers with a 20 year old truck?
Best '94-'95 tractor for OTR dry van

Emmissions engine's started in late 2002. I have seen a 2004 pre emission engine but they are rare

The t600 is a good choice as well as an fld. However, did you consider looking into a truck with a CAT? Lets say a 3406 or a b-model. They are very reliable and can get fuel economy if run right and tuned. Also, you won't struggle up hills or keeping it at a reasonable speed and rpm which will lead to better fuel economy.

While the 3406 b model cat is probably the best diesel engine ever made, I strongly advise against it unless you have extensive experience driving a mechanical engine. They are not forgiving. Electronic controlled engines prevent a driver from doing damage by limiting the fuel allowed to the combustion chamber based on various info sent to the ecm by several dozen sensors. The old mechanical engines the only thing controlling the fuel is your foot. you better be watching your gauges or you can destroy that engine.

Best thing to do to a b model is to turn up the pump
