Heck not that long ago( 1960's / 70's ) AMERICAN PRODUCE HAULERS had to let CANADIAN CARRIERS pull their trailers into ONTARIO to make deliveries , AMERICANS could only go in empty to make a pickup for freight back to the USA

CBSA's notice now clarifies that to mean:
Only one incidental (domestic) move is permitted per international trip; the move must follow a route consistent with the international route of the imported or exported goods; domestic goods can be carried as part of a re-positioning move, but only if the vehicle is en route to pick up a scheduled load for export from Canada, and the drop off point of the goods is in a direct line to the pick-up of the export load.
CTA notes the clarification only covers trucking equipment. Foreign drivers, who fall under the authority of Citizenship and Immigration Canada, are forbidden from making point-to-point domestic moves unless they have obtained a temporary work permit.
The US law is the same. It's not the truck/trailer that is restricted, it's the human/driver.

It is not a law, it is a treaty that has been negotiated a while ago.

If you want to change it, then the state department is the place to go.

Bet you thought it was just fine when an American driver had a load going into Canada and he had to let a Canadian driver drive his truck while he sat in the jump seat. If I had my way the NAFTA would be stuck up Clinton's *** and we would haul our freight and canadians would haul theirs. NO BORDER CROSSING EXCEPT TO INTERLINE, GOES FOR THE MEXICANS TOO.

The way that I read these, foreign drivers are NOT allowed to make point to point moves in the US even if they obtained a temporary work permit.

Soo much fail in just one post. I guess you are perfect.

Back to the OP. The Canadians have not been able to move loads US to US for a real long time. I like the Canadian back hauls, I can get loads of logs hauled up to the Canadian mills for the price of fuel. I will do all I can to keep America from getting any more like Europe. You can keep that crap infested peasant utopia that you think it is.

If it is not a law why did Clinton have to sign it to make it go into effect?

NAFTA was a product of Reagan, signed by Clinton. NAFTA's beginnings span all the way back to 1984, and was signed nearly 10 years later.
