dam, i wish i understood what you just said! so i would need an electric pump as well? couldn't i just not deal with the passenger tank all together? ..it might be something small like some of yall are saying like a piece of foil etc..

Which side is your fuel tank level sender in? That's the side you will want to use. Just put ball valves on the other tank, for the supply and return lines. Then pump the fuel from the tank you don't want to use to the one you will be using. No need to carry all that weight around.

We have a few older FLD120's that have a valve under the drivers door with 3 positions, left, right and both. Try a Freightliner dealer to see if they have one. Ours are mounted under the drivers door. This would give you the option to use both tanks 1 at a time if you want. All ours stay on both unless we have to drain an pull a tank. If you just want to totally not use 1 tank, just take the lines off and plug them.
It really isn't a complicated system if you want to fix it. Most fuel draw problems are something in a tank that restricts a pickup, or lines starting to come apart internally restricting a pick up or return. In either case, you should correct the issue to avoid future problems.
Other issues could be a broken or clogged reed valve in the return splitter tee valve. Another problem is when lines are replaced, they are not routed correctly, or are too long. The high point of the suction line should be the tee where the tanks meet. If either hose is routed higher, you can have problems.

If you have just an open tee in the return side, not a splitter valve, get one. -
I personally wonder if u hit the nail on the head with the hose coming apart internally or collapsing. My 06 pete never had a splitter on the return or the suction, just open tees. Nothing in the tanks either. It worked really well for about 4 years from new then it started either sucking one tank or the other or over filling one. Put in new vents and that didn't fix it. Not sure what I really oughta do next.

i swear, one tank would not be that bad. especially as a O/O that doesn't fill both tanks to capacity to begin with.. i find to many problems to keep both tanks working even, > < i would like to fix this myself but i wonder how much a pete dealership would charge to just up an convert my system to one working fuel tank only.. it would save so much headache and confusion!

It would be 20 minutes and two ball valves. Get it done and see how you like it. Put both ball valves on the tank you dont want to use. Both valves off, tank is off. Done.

If you never want to use 1 tank, simply remove the lines and plug the holes. Personally, I'd put 2 ball valves on each tank so you can still use both tanks 1 at a time.

Any reason you can't put a cross over line on, I did this to my W900 no more problems with fuel level or having to open and close valves.
