    Sounds more like mechanic incompetence. Software wont help you find an ECM fuse because the software will not connect to the ECM if it's not powered up. This is the first indication to check ECM power and grounds.

    $700.00 may be possible if they had to trace a short that blew the fuse, this can eat up hours sometimes. It is possible that a fuse was faulty, but more likely that another problem caused it to blow. They should have had something on the bill for tracing and repairing a wiring problem though.
