Say I operate a 5 ton straight truck (no air brakes) that obviosuly is just over the 4500kg rating. Do I have to provide a circle check and trip report if I am pulled over?

You have to take the vehicle weight empty and the rated load to get the gross combination weight rating. And that has to exceed 26,001lbs or 11,794kg to be consider a commercial vehicle except if you're hauling hazmat or 16 or more passengers. You just can't take what the truck is rated to carry. That's the way it's in the U.S. anyway.

Around here it means a lot if the vehicle is for hire, for instance, a guy who owns a drives a large RV does not need any special training or license, the guy who is delivering it to the dealer must have a special lic. of some kind because he gets paid for delivering that RV

You may not be held to the same regulations as a CMV over 26,000lbs BUT if it is used as a commercial vehicle. If the truck has a MCC #, there are some regulations that you have to follow. I don't know the specifics. I owned a 26' straight truck and weighed around 5T. I got pulled over by highway patrol. They tried to write me a ticket BUT because I was using it for personal use. They could not hold me to FMCSA regs. As long as it was registered and insured, there was nothing they could do. I included the link to FMCSA. Research the site and find the info you need.

its a pre-trip or post-trip inspection which consist of basic controls, mechanical and safety aspects of the vehicle. ct has a 7 step pre-trip.
