How would this crane normally get moved?

Yes true, but what would the costs be for driver permits etc. be to drive it versus hauling it?
driving it around local in state or into another state close by I understand.
But to drive it all the way to Mi.?

Yeah, A truck Crane that big, it would be more cost effective to drive it to Location rather than Haul it. It would take a stretch RGN possibly with a jeep and a stinger. We used to move the Big Manitowoc Crawlers for Essex Crane. They have to break it down and it usually takes 16 trucks to move it on average.

I would contact Hi-Ball trucking to move it. My company has used them when we can't move out own equipment in Montana excellent people to work with.
