I deliver weekly right off of tualatin-Sherwood road and somehow never see these guys. I'm not sure how they do this on that road anyways as it is always packed

Might this have been caused because they used straps versus chains to secure that steel?

You say 'belly wrap'. Do you mean that you go around it once with the strap. I call it 'choked' but I am a rookie and get the term from rigging in construction.
First time I hauled 2.5" round bar 24' long, my boss warned me about stopping tooo fast. So I choked it several times. -
