I deliver weekly right off of tualatin-Sherwood road and somehow never see these guys. I'm not sure how they do this on that road anyways as it is always packed

Where's the headache racks?. not that they would of helped much but talk about your load coming in for a personal visit to say hi!

Might this have been caused because they used straps versus chains to secure that steel?

No. Some finished steel products require straps, so as not to damage it. This was caused because the securement didn't prevent the load from moving forward. A bulkhead wouldn't have done much in this case, but a belly-wrap probably would have stopped it from going so far, at least.

You say 'belly wrap'. Do you mean that you go around it once with the strap. I call it 'choked' but I am a rookie and get the term from rigging in construction.

First time I hauled 2.5" round bar 24' long, my boss warned me about stopping tooo fast. So I choked it several times.

Belly wrap, hog-tie, choker... Lots of names for it, but yeah, same thing. It's supposed to tighten up if the load starts moving forward.
