Here is the map of where you can park in Moreno Valley. They seem fairly restrictive (which city isn't). A number on this map is Ph: 951.413.3340 , maybe you could try it.

Most everywhere in California the city's contract with a tow company for response. Call the local police and ask who is the official tow company for that exact area you were parked. They usually refer to them as a Official Police Garage (OPG)
Hopefully it is at the OPG if it is you won't be able to pick it up sometime Monday during regular business hours.

Moreno to Perris is only about 10 miles, so it is possible that a tow company has it. Moreno Valley PD should have a record of it. If it was towed, the tow company has to inform the local.

Any relocated vehicle needs to have a relocation report filed at the local PD from where it was towed from. If the police don't have any record of a relocation, ask for the places that relocate semi trucks. Call them, and if they have no record of the truck, report it as stolen. That's how it works here in Illinois. Good luck, and I hope you find your truck!
The truckpaper has a stolen truck/trailer section, might want to post a quick ad there once you figure out what's going on.
