Is that right on the mudflap or middle of the wheel
-
Somebody told me to measure 9 ft from the end of trailer
-
(for those not going to California) I usually put the California line somewhere halfway between the center of the rear trailer axle and the front edge of the rear trailer tire, if the load stops at the 48 foot mark. Then I go scale. usually worked with 43400 lb. meat loads.

We measure 10'2" from back door... Place downward arrow... Center rear axle there... It's worked so far
-
When I do pull a tandem--its Mudflap Hanger@back of last pallet--course I just leave hanger right at door hooks&tell shipper how to load---but I understand most do not have that option
As for what holes--that ???? Cannot even begin to be answered w/out much more info--for starters---How far apart are the holes---Every mfg diffrrnt&even with same brand there are multiple set ups
