First thing I would check is the high pressure/fan switch on the A/C system.

Step 1, stop throwing money at it and diagnose. Is the fan solenoid activated and putting air to the fan to release it? Meaning power and ground at the solenoid and air pressure to the fan hub. If so, then the fan hub is the problem. If that's not it, make sure that the fan solenoid has air going to it. You can use shop air and a rubber tipped blow gun to test the fan hub. Your set up is air release, so the hub will be locked, when you put air pressure to it, it releases. You can unplug the solenoid and jump power and ground to it to verify that the solenoid is working. Those tests will tell you if its a mechanical or electrical problem.

If it's an electrical problem, while you had someone in the ECU checking settings, you should have checked if the fan was being commanded on or off by the ECU. If the ECU is commanding the fan on, you need to figure out why. Coolant temp is only 1 sensor, high intake temp will also turn the fan on, so it could be a failed intake temp sensor.

The A/C high pressure switch will override the fan, so a failed switch could be the cause and is quite common. Or it could be bad connection or broken/chaffed wire in the harness.

There's a few things that can be causing. Start with the easiest tests to eliminate them to narrow it down.
