They weren't checking his fuel receipts, just his bill of lading for the load and they made a copy of it. We just thought it seemed strange. But he didn't get written up for anything, so I guess it doesn't really matter.

Not so fast on the, "it doesn't matter". Are you SURE they were Federal IRS agents, OR were they STATE Revenue Agents? Reason I am asking is because some states are starting (or continuing) this Nexus tax BS, where they (that state) wants to make sure they are getting a piece of the action for loads moving thru their state.
I got notified by Neb. several years ago about it, we now pay them a percentage over a certain threshold for revenue either generated or passing thru their state. What state was this in?
Definition:
A nexus in general means a connection. The term nexus is used in tax law to describe a situation in which a business has a "nexus" or presence in a state and is thus subject to state income taxes and to sales taxes for sales within that state. Nexus describes the amount and degree of business activity that must be present before a state can tax an entity's income. If a taxpayer has nexus in a particular state, the taxpayer must ay and collect/remit taxes in that state.
What Determines Nexus?
Nexus is determined differently for income taxes and for sales tax purposes.
For Income Tax Purposes
In general, nexus is created for income tax purposes if an entity derives income from sources within the state, owns or leases property in the state, employs personnel in the state in activities that exceed "mere solicitation," or has capital or property in the state. The requirements vary from state to state.
For Sales Tax Purposes
Nexus is determined for sales tax purposes more loosely. Here are Here are some cases in which a business might have a sales tax nexus in a state:
- If the business has a physical location in the state
- If there are resident employees working in the state
- If the business has property (including intangible property) in the state
- if there are employees who regularly solicit business in the state.

They probably wanted to see where they came from in case they had to inspect them for invasive species, I have had the same problems with small dozers and boats. -
The FL Ag check is also tasked with state sales tax avoidance detection.
OP, are you sure it was federal? Did this happen in NJ? They have a state revenue team that sets up in weigh stations looking for trucking companies delivering/picking up in NJ that haven't paid their annual NJ corporate tax.KANSAS TRANSIT Thanks this. -
This happened to me once in Wy. The load was delivering in the state. It was a Wy tax agent, He told me the shipment was being tracked for sales tax reasons. This was many years ago.
