You will need 4 quarters for your IRP. Your state can tell you the quarters that is needed. It depends on when your base plate (current IRP) expires.

As the plate owner, you are responsible to maintain original documentation as to the mileage that the vehicle travels in the form of documents that give origins, stops and destination with total and jurisdictional miles. Those documents need to be summarized on a quarterly basis for IRP. It sounds like if you were ever audited that you would be assessed a straight 20% across the board per year audited (the first time). It is important to get copies of all the information documenting the miles because companies are very reluctant to go back in their records to provide this especially if you are no longer working there.
