I've seen those on explosives trucks before. I asssumed (you know what happens when we do that) that the trailer contained the actual explosives and that box the blasting caps or whatever you call it. I really don't know though, just throwing it up there to see if I was right.

LOL it is called a drom box we use to use them back in the dark ages to get around length and weight laws in some areas . there was also a drom deck that looked like a dance floor between the truck and trailer on log wheel base trucks .

It depends on what is being hauled, A&E trucks sometimes have them on it.
I had to drive a truck with one, it kept specific items for shipping in them. In my case the truck was used for segregated hazmat. -

Like others said, it's a drom, or "dromedary" box. It's where all the high paying freight goes to offset the loss you are taking by what's being hauled in the trailer., which is why they are bobtailing.
