If you plan on being out here a long time, buying a Verizon unlimited grandfathered plan is the best bet. If you're patient, you can find one reasonable. There are also some people "renting" their plans out, not sure how I'd feel about that. I bought mine for 175.

That's the whole point of using native iOS "Hotspot" feature ... tethering and letting other users/devices use the plans's data via the built in Wifi radio on the iPhone. Verizon doesn't care who/what uses data on your plan since your limited anyway. When they offered unlimited plans is when they had to restrict tethering, now with limited plans and up-charges for overage, they want you to use as much data as you can, by any available means.

Some plans out there either don't allow for hotspot or have a limited amount. (Like unlimited on device but only 5GB of hotspot.) There are some apps available on both android and IOS that will mask tethering as on device data avoiding restrictions and overages.

Maybe in Canada this is an issue but in the USA and iPhones (and other smartphones I assume), Verizon and ATT have data plan blocks and only sell smartphone devices with built-in data sharing, buy as many blocks as you want, use them however you want with any computer or device, they don't care. The more the better as far as they are concerned.

I have a verizon wifi hotspot (my device is linked below). It works really good and if you average it out, it is cheaper than buying wifi every night at the truck stops. Just watch out for data overages. You can also use free wifi at some places. I park for the night at Lowes sometimes because they have free and reliable internet from their parking lot.
