I believe it to be essential safety equipment but a month or so ago a driver in Indiana who probably wouldn't agree topped a hill at full speed and ran into the back of a construction stopped line of trucks on a beautiful, sunny day. He died.

Therin lies the problem. Some old-schoolers still harken back to the day when everyone had their radio on because there wasn't all the garbage on it, and if there was an issue, those who knew were careful to broadcast the info to those who were nearing it. Today? Today this is not the case. Very few broadcast pertinent information and as such very many have opted to turn the radio off to avoid all the garbage that too often comes across, along with the LACK of quality information.
I have given up on the CB for the most part. I utilize Google maps/traffic regularly to keep abreast of stop/slowed traffic ahead. It's simple, fast, accurate, and dependable ... drivers? not so much. And my truck and driving style is rarely going to get me in trouble with speed. So excuse me while I turn this thing OFF as soon as the BS starts and I'll turn it on when I feel like it. -
That's why all CB RADIOS have an ON / OFF switch to be used at the radio operators discretion

Ya tell that to the Prima driver who didn't have a radio.
His keys ( house car? ) were sitting on the step on
his fuel tank, drivers trying to tell him but no radio, even tried pulling up next to him waving keys to get his attention but he would not even acknowledge the driver.

I use my CB both ways... if I am westbound and pass an accident or something on the eastbound side.. I will turn up my radio and call it out to the eastbounders....
Yeah I dont like to listen to the garbage on the CB... which is why I keep my turned down..
I do k ow there have been many times when I didnt have a phone signal but could reach someone on the cb..."semi" retired and allniter Thank this. -
if you have the newer Cobra's yes... and it will scary the hell out of you too. But there's an option to turn it off if it gets to annoying
